Sightings of TOWs in ISIS use are very rare, but I have seen a few. Almost all were confirmed to be Iranian-made Toophan missiles, which are a clone of the TOW that looks almost identical. These were captured from Shia militia or Iranian forces in one of their many fights with ISIS. Any others undoubtedly were captured in ISIS's fight against the FSA in North Aleppo. Given the miniscule amount of TOWs that have been seen in use by ISIS or captured from them, I don't think that there's any evidence that any state is supplying them with TOWs.

Yes, it has gotten major player on Kurdish social media. Social media outlets supporting the other factions have definitely noticed as well. Some rebel supporters have claimed to be outraged because "muh human rights". In private many rebel supporters are frankly happy about the killings. Pro-Assad social media spread it too, of course.

Like Daimyo says, it's getting big play on sectarian media but not elsewhere. The West is so caught up in its "brave Kurdish women fighting ISIS!" narrative that it fails to understand just how polarising the YPG/YPJ/PKK are in the region. Some sources are claiming the killer was a former member of the SDF; he has also apparently announced that he will do a video explaining why he murdered those women.
