That is indeed the established precedent, but Obama is really fucking himself over by waffling over this strike, calling for votes while whining to the media that he's just doing this to be nice, that he maintains the prerogative in any case. Past presidents who have ordered military intervention have acted swiftly and decisively so as not to allow opponents to muster opposition. But by turning the issue into a political football to be kicked around, Obama is only giving legitimacy to those who maintain that unilateral military action by the Executive branch is illegitimate. If he orders the strike after he allowed all this to take place (getting slapped in the face by Putin, getting cucked by the UK, getting cucked by Congress, etc) we will really see the low point of his presidency.

Obama painted himself as a strong proponent of the War Powers Resolution during the run-up to the 2008 election:

The stunt with Congress over Syria provides him with the opportunity to punt, and buys time for the Pentagon to develop a strategy for weakening the SAA. You've probably noticed that the Cruise Missile plan seems to have been scrapped after the "test" launch, possibly because Assad has bunkers that can only be penetrated by ordnance dropped by plane.

Yeah, I agree there's the element of distraction involved... and all the fumbling about the form the attack would take is just more evidence that it's amateur hour up in the Black House.

McCain "shames" Fox's Brian Kilmeade

Sen. John McCain criticized Fox & Friends's Brian Kilmeade on Tuesday after the co-host said he had "a problem with helping out" members of the Syrian opposition who were shouting "Allahu Akbar" as rockets rained down in a government-held district of Homs.

During an interview with Sen. McCain, Kilmeade played the clip of the Syrian opposition fighters in order to suggest that McCain's plan to deliver weapons to opposition groups could ultimately backfire, putting rockets in the hands of terrorists.

“I have a problem helping out those people screaming that after a hit,” Kilmeade said.

Sen. McCain fired back, “Would you have a problem with an American person saying ‘Thank God! Thank God!'?"

“That’s what they're saying. Come on!" Sen. McCain said. "Of course they're Muslims, but they're moderates. I guarantee you that they are moderates. I know them and I've been with them . For someone to say 'Allahu Akbar' is about as offensive as someone saying 'Thank God.'"

Unfortunately none of those Russian ships have significant anti-ship capabilities. The Russian navy doesn't really have any modern multi-role destroyers. The one destroyer in that graphic is an ASW ship primarily. The rest are landing craft, auxiliaries, and small ships.
