Tech jobs leave U.S. for India, Russia

SAN JOSE, California (AP) -- Peter Kerrigan encouraged friends to move to Silicon Valley throughout the 1980s and '90s, wooing them with tales of lucrative jobs in a burgeoning industry.

But he lost his network engineering job at a major telecommunications company in August 2001 and remains unemployed. Now 43, the veteran programmer is urging his 18-year-old nephew to stay in suburban Chicago and is discouraging him from pursuing degrees in computer science or engineering.

"I told him, 'Unless you're planning to do this as a path to technical sales, don't do it,"' said Kerrigan, who lives in Oakland. "He won't be able to have a career designing and building stuff because all those jobs have moved to India." Who's to blame?

Like many unemployed programmers, Kerrigan blames the sour labor market on offshore outsourcing -- the migration of tech jobs to relatively low-paid contractors or locally hired employees in India, China, Russia and other developing countries.

The hemorrhaging of tens of thousands of technology jobs in recent years to cheaper workers abroad is already a fact of life -- as inevitable, U.S. executives say, as the 1980s migration of Rust Belt manufacturing jobs to Southeast Asia and Latin America.

But a new wave of technology outsourcing -- involving tasks that involve greater skills -- could be cutting to the industry's bone, threatening to prolong the three-year U.S. economic downturn.

Strengthening foreign tech

Some who oppose the trend, which such industry stalwarts as Hewlett-Packard, IBM, Dell and Microsoft are embracing, believe it could even usher in the end of American domination in technology.

"We're giving countries like China and India the support they need to build up their technology industries, and the result could disadvantage us in the long run," said Phil Friedman, an electrical engineer and chief executive of New York-based Computer Generated Solutions, a 1,200-employee software company that targets the apparel industry.

"We outsourced electronics manufacturing. We're closing steel mills. Every week, 400,000 people file for new unemployment claims," said Friedman, a 54-year-old Ukrainian native who immigrated in 1976. "At the same time, we're shipping tech jobs offshore -- it's a shortsighted approach and cheats the American work force."

Cost-conscious executives have been shifting lower-level tech jobs in data entry and systems support abroad to cheaper labor markets for more than a decade. But now they are exporting highly paid, highly skilled positions in software development -- jobs that have been considered intrinsic to Silicon Valley and tech hubs such as Seattle; Boston; and Austin, Texas. MICROSOFT EXPORTS

Microsoft is adding software development jobs at its India Development Center in Hyderabad, opened in 1999 to create versions of Windows for giant corporate computers. Bill Gates said late last year that the expansion was part of an estimated $400 million in corporate investments in the subcontinent.

On its corporate Web site, Microsoft lists dozens of Hyderabad openings, many requiring five years of experience, fluency in multiple computer languages, and college degrees in computer science -- far from the hourly telemarketer jobs that financial services and insurance companies exported to the Philippines and elsewhere in the early '90s.

Critics say it's the equivalent of exporting not just the automobile industry's assembly line jobs -- but the core engineering and car design jobs, too.

According to Forrester Research, companies in the United States and Europe will spend 28 percent of their information technology budgets on overseas work in the next two years.

Boeing, Dell and Motorola have opened software development centers in Russia. Intel employs 400 full-time Russian software research engineers and nearly 200 others in marketing and sales, wireless Internet access and modem projects.

Santa Clara-based Intel entered the Russian market with a small contract project three years ago. But within months, the world's largest chip maker hired all the programmers who write compiler software to optimize the microprocessors' performance, and opened the Russia Software Development Center in Nizhny Novgorod.

Some say sending jobs abroad may cause American tech workers' wages to stagnate.

According to the nonpartisan Economic Policy Institute, non-inflation-adjusted wages for tech workers grew 1.7 percent between the fourth quarter of 2001 and the fourth quarter of 2002 -- not enough to keep up with the period's inflation rate of 2.2 percent. Cuts payroll and training costs

The average computer programmer in India costs $20 per hour in wages and benefits, compared to $65 per hour for an American with a comparable degree and experience, according to consulting firm Cap Gemini Ernst & Young.

But executives say outsourcing offers advantages beyond wage differences.

Jean-Marc Hauducoeur, a senior vice president at Cincinnati-based human resources consulting firm Convergys, said his 47,000-employee company will employ 6,000 customer service representatives and network engineers in India by year's end.

Convergys' average technical employee in India stays on the job for nearly three years -- more than double the U.S. average, saving tens of thousands of dollars in recruitment and training per employee per year, he said. Betting on the next big thing

Many U.S. corporate executives say they simply can't afford to overlook foreign computer workers -- especially in India, which produces roughly 350,000 college engineering graduates annually.

Others say the genius of American enterprise is its leaders' knack for envisioning the next big thing -- and workers' ability to redefine job roles and retrain. Americans pioneering developments in nanotechnology and biotech will have far more job security than simple programmers, they argue.

Bob Pryor, who heads the outsourcing practice of Cap Gemini Ernst & Young, said it's "naive" to think outsourcing software jobs could ruin America's tech dominance.

"The reality is that we live in a global economy and we compete against global players. We need to look at where we have strategic advantage -- whether it's resources or skills," Pryor said. "It frees up people and dollars to do much more value-added strategic things for clients." Supporting globalization

Marcus Courtney, a former contract worker for Microsoft and Adobe Systems and president of the Washington Alliance of Technology Workers, said many tech workers understand and even endorse free trade and globalization.

They even enjoy living on the cutting edge -- taking courses in advanced computer languages, getting experience in a variety of business disciplines, and endorsing a philosophy of continuous improvement, he said.

But many find it tough to reconcile their macro-economic outlook with their own unemployment.

"We need to move beyond the idea that individuals can simply cope and retrain," said Courtney, whose 275-member union is asking Congress to study and possibly regulate offshore outsourcing. "Workers need a voice over their economic future and a voice against the executives making these unilateral economic decisions."

As disgusting as these stories are, worse is better. More unemployed Whites finding out WHY their livelihoods are gone and WHO is responsible..... maybe since they're unemployed and searching for work via the internet, they might even stumble onto OD and get some real, hard, truthful answers to their growing list of questions.

Darn tootin' Xmetalhead. I've been saying that around here for a long time. Things have to go completely into the toilet for the massive changes needed to straighten things out. The arrogance and greed of the tribe, and their short-sightedness, coupled with the greed, short-sightedness, and lack of racial cohesiveness amongst the traitorous white elite (they are only loyal to class/status, not their own race) are leading them down the path to ruin. Their much mentioned arrogance always leads to their demise. It happens again, and again, and again.

Rban, we know you can't see it, or won't admit it, but the fact is the Hindus are just another tool of the govt. and the zhids to be used against whites, and/or against the middle class. That's all. They are a tool in the same manner in which the blacks, mestizos, etc. are tools. Nothing more. The fact that Indians, Taiwanese, Sudanese, Mexicans are in this country is no way founded in some meritorious deed(s) for which they should be lauded. They are here as a result of the jew created Immigration Act of '65, and the resulting flood of cheap labor that appeared, that encouraged business, the churches, the traitorous white elites to take up the cause along with the kings of parasitism.

Situations are what we have reaching a critical mass in this country. When things really begin to tumble, the homelands of most of our recent immigrants are going to look a lot more inviting, and many of these interlopers will probably find themselves suddenly developing homesickness, looking for the nearest flight out to avoid the torches and pitchforks. It's going to get bad. The symptoms are everywhere.

[SIZE=3]Unemployed? Worried? Read On... [/SIZE] By Carl F. Worden 7-14-3

      Now that at least 6% of you are unemployed in the United States and have more
      free time to read, perhaps you'd like to know why you no longer have a job, why
      your job-finding prospects are bleak, why our trade deficit is off the charts and
      even more importantly, who did this to you.

      In order for you to fully grasp what I'm about to write, we'll need to review what
      worked to make this nation the most wealthy and powerful nation ever to grace
      the face of this earth.

      First, we need to remember how wealth is created. The average high school
      graduate comes out thinking that if they get more of the money others have, then
      that's the way to create wealth. They don't have a clue about wealth creation,
      because in most cases, the schools don't teach it, and most of the kid's parents
      don't know either -- so herewith is a refresher course.

      In the most perfect scenario, and one that the United States of America just
      happened to follow, this nation was established on a continent that was blessed
      with magnificent amounts of raw materials, like wood and metals, and an
      agricultural breadbasket that could produce far more food than the domestic
      population could possibly eat. Add to that potent mix a population with a strong
      work ethic, solid moral integrity and the freedom to be as personally successful as
      they want to be, and the Founding Fathers just let human nature take its course.

      Those raw materials are mined and harvested, then manufactured into items of
      quality and desirability that the entire world wants to purchase. That is how wealth
      is created. The same goes for a vigorous agricultural program: You plant a seed
      and water it, it grows and produces whatever, you sell it, and voila! You've
      created wealth.

      In the meantime, people need to be employed in order to manufacture and grow
      things, and if you employ someone, you have to pay them for their contribution to
      your efforts. As time goes by, more and more of your domestic population
      becomes employed, which means they are making money and able to purchase
      land, homes, cars and other things themselves.

      Over time, our growing domestic population became this nation's largest consumer
      of U.S. manufactured goods. Because of our Constitution and our Republican
      form of government, our people were free to explore and invent with little or no
      government intervention. This led to technological advances that produced goods
      of such fine quality and craftsmanship that no other nation could compete with us
      at the same level. The world could buy cheaper goods of lower quality made in
      Japan, for example, but if you wanted quality that would last, you bought
      American. As a result, wealth poured into this nation, creating more millionaires
      per capita than any other nation on earth.

      As our population came to earn more and more money in salaries and wages, our
      domestic manufacturers employing those workers had to charge more and more
      for their goods at the wholesale level in order to maintain a profit and stay healthy.

      The workers employed in other nations earned far less than our workers, so in
      theory, they could produce manufactured goods at a lower cost than our domestic
      manufacturers could. The problem is that they generally lacked the raw materials
      we had in such abundance, and they also lacked our superior manufacturing
      technology, making foreign-made goods generally inferior.

      Even so, the United States maintained tariffs and trade restrictions that forced the
      shelf price of imported manufactured goods high enough to keep their price
      comparable to the goods produced by American manufacturers

      As a result, the American standard of living kept climbing and outpacing that of the
      rest of the world - by leaps and bounds.

      Later on, foreign manufacturers managed to steal a great deal of our technology,
      but the tariffs and trade restrictions still kept doing their intended duty of
      protecting American jobs.

      That is what made America the most wealthy and powerful nation on the face of
      this earth, and all that changed with the passage of NAFTA and GATT in 1994.
      We are now hemorrhaging jobs and wealth to other nations, particularly China, at
      such an astonishing rate that there is no foreseeable way to stop the carnage. The
      North American Free Trade Agreement and the General Agreement on Trade and
      Tariffs quite literally slashed America's economic throat. NAFTA/GATT were
      pushed through by the Republicans, and signed into law by President Bill Clinton
      over the strenuous objections of his fellow Democrats.

      NAFTA/GATT removed our last line of defense against unfair foreign competition
      by manufacturers who now use cheap labor, equal manufacturing technology and
      even our own raw materials to compete with American manufacturers in a
      so-called "free" market. NAFTA/GATT were international treaties requiring a 2/3
      Senate approval - votes they didn't have - so they just passed them as regular
      legislation. Incredibly, when American labor unions challenged the passage of
      NAFTA/GATT as unconstitutional, the Supreme Court let them stand!

      So what I want you to understand here is that all legal means for ridding ourselves
      of those treasonous acts have been exhausted. Our elected representatives show
      no signs of wanting to end our participation in NAFTA/GATT, therefore **nothing
      short of a bloody and violent revolution to take this government back will have
      any chance of stopping our economic nosedive.** This slide will not, and indeed,
      cannot end until our wages and our standard of living have equalized with the rest
      of the world.

      Ross Perot held the public forum during his presidential campaign, and screamed
      from the rooftops that if NAFTA/GATT were passed, we'd hear this giant sucking
      sound of American manufacturing jobs going to other nations, remember that? He
      was out-shouted by that truth-impaired radio talk show host, Rush Limbaugh, who
      assured us all that NAFTA/GATT were a good thing for America and would
      enable American consumers to buy manufactured and other goods at substantially
      lower prices.

      Where it comes to basic math and economics, Rush Limbaugh is definitely not the
      guy to ask. You have to have a job to buy manufactured goods and foodstuffs, no
      matter what the price, right? And if American manufacturers close their plants in
      America and start manufacturing in China and elsewhere, as they had to do in
      order to stay competitive and viable, doesn't that mean those high-paying
      American manufacturing jobs are now held by slave-laborers in China? Is this
      treason starting to sink in yet? You didn't seem to care when you had a job, right?
      Well, I'll bet you do now.

      Oh, and what about those lowered prices for foreign-made goods we were
      promised ala Limbaugh? Seen any lately? No?? And why? Because the formerly
      American and foreign manufacturers now in China and Taiwan didn't 't have to
      lower them! All they had to do was lower their price a buck or two under what the
      American manufacturer had to sell the same product for here.

      You see, it doesn't matter that it only costs them pennies on the dollar to make the
      same item an American manufacturer does. They have no obligation whatsoever
      to pass those savings on to you and me if they don't have to - and under
      NAFTA/GATT they don't have to! The whole idea is to make the highest possible
      profit while remaining competitive, right? Well, if that's the case, then prices won't
      drop until Americans have lost so many family-wage paying jobs that they simply
      cannot afford to pay the higher prices anymore.

      I wish I could end this article with a ray of hope for our economy, but I cannot. If
      we are to have free trade with other nations, then the inevitable result will have to
      be our parity in living standards with the rest of the "global" community, and
      because we have a comparatively high standard of living, it naturally follows that
      our standard of living will have to decline. This is Math 101, and there's no way
      around it.

      I just read an interesting Associated Press article at

      If you have been paying attention to this mess, you'll recall that President Bush
      slapped a 30% tariff of foreign steel imported to the United States. At the time he
      did it, I couldn't figure out where NAFTA/GATT allowed him to do it, but if they
      did, why don't we just slap tariffs on all imported foreign goods to protect our
      remaining domestic manufacturers who are too stupid to close up and move to
      China?

      Well, I just got my answer: The World Trade Organization, whose rules we agreed
      to abide by under NAFTA/GATT, just ruled Bush's tariff violates "global trade
      rules". If the American appeal fails, we taxpayers will pay a stiff fine and
      thousands more American steel manufacturing jobs will be lost.

      Would you like to hear some good news? I thought so. Here goes:

Quite simple: they are much brighter than your dull Italian gangster, your drunken florid faced Irish cop, or the painfully slow Polish construction dolt.

We are not like any other ethnic group in the US...we are vastly superior in intellect and absolutely overwhelming in our genetic Aryan makeup. No one can compete with us because we are better than everyone else. Racially, intellectually, and culturally...we are superior. At work and at occasinal client meetngs also, I do not hesitate to point to my heritage as positive reasons why people should do business with us. Of course I do not blatantly do so as I do here...but the subtle implication is there. 'You can never get fired for buying IBM', 'You can never go wrong dealing with Hindus'.

Actually, as was discussed and shown in another thread a couple of months back, the jews are the ones taking Indians by the hand, and leading their lobbying in DC.

The Diamond industry, as I posted in the thread you mention, is based on fraud. Diamonds are actually worthless, their "worth" is a sham. Smart as jews? The average IQ in India is about 84. This isn't even argued anymore. That's why so much of the country is mired in poverty. A huge, permanent, growing underclass. You confuse the Indians bright enough to make a run for it with the average representative of that population. Out of over a billion people, you'll find some smart ones, but they aren't enough to make a dent in the average. As to creativity, well ... how's your idol Khosla today? Is he still bitching about patent laws because they make it hard for him to steal the ideas of others ;) ? Smart? Line up the inventions, innovations and acheivements of Indians over the centuries - or the last five years - against those of whites, or the E. Asians you hate so much. Wait, better not, that'll get you as mad as the postings that showed how Indians did against Whites and E. Asians in global competitions involving Math, Physics, Programming, etc.

Indians are natural braggarts like most third worlders. Probably due to having to fight off an inferiority complex. The arrogance displayed by many Indians and their third world co-horts never allows them to see when they've been taken for a ride, or are being used, as they are now.

Hate Hindus? Hardly. Why should any group willing to work for peanuts replace Whites? That's the only reason Indians and other non-whites are here. Same feelings are extended to Taiwanese imports in engineering, mestizo laborers, etc.

If Indians, on average, were smarter than the Italians, the Irish, every other bunch of whites you hate, then India wouldn't be the rat-hole it is. Period. Which areas are more developed, cleaner, have better life expectancies, etc.? Italy, Ireland, Spain, any Western country, or ... India? Please. The "smart Indians" are but a sliver of the population of that vast, overpopulated, low IQ country. And as the generations go on, there's the "regression toward the mean" in IQ. Two generations down the line from Indian scientists, their grandkids will be fit to beg, or worse. It's almost like a giant version of Mexico in some ways. Hell, Mexico has had their own version of a brain drain, never mind the ape like savages that have crawled into this once great land. Both countries have enough natural resources to do great things, but their populations are overwhelmingly what we could politely call "slow". The Indians one encounters working behind the 7/11 counter, trudging around the corporate park or shopping mall as a security guard, driving a cab or screwing up descriptions, items and sales at BestBuy, Circuit City or Fry's Electronics is more representative of the average Indian than Mr. Bose. And you know it. That's why you're so shrill. So hateful. So jealous. ;)

Dan, rban knows the facts. That's why he's so shrill. Or maybe it's because he remembers a mere 50,000 Brits controlled mighty India and its genius population rather easily, and without the subterfuge needed to control a smarter population. Most Indians are very low on the totem pole of intelligence. Hell, he makes fun of Iraq, and Iraq always beats India in the above mentioned competitions, never mind having India beat in life expectancy, cleanliness(!), poverty, etc. IQ and poverty have been positively linked. The case has been closed for decades. The US after a nuclear war would have a leg up on India. We're still waiting for the proof that everything of worth was invented by jews and Brahmins, but it never arrives, although plenty of info showing otherwise has been posted ad nauseum. He wails about the E. Asians being known as able to memorize, true. Yet that's what Indians are known for. Sure, they can memorize, the smart Indians understand things, but very few innovate, invent. Pot calling the kettle black.

Rban wails about hate, then fires venom at Arabs, Russians, Italians, Irish, Chinese, the list goes on for miles. The banal inconsistencies in his posts again have me wondering if he's really jewish, having some good ol' fun over a Starbucks and a bagel. His claims of jewish "invention" seem to be a tip off, as only jews would claim that they are an inventive people. Smart, yes. Innovative? No. Even they know that. Indians innovative? Clean up India and we'll talk. Better yet, clean it up without using White money or White innovations. Won't happen.

The facts are in. Indian achievements in mathematics, science, etc. are slim compared to Whites. As tough as it is for he and others to face, Whites top the list, period. That's why he "screams" so loudly in his posts. Yeah, most of his warbling is done to elicit negative reactions from other OD members. He's is the guy, after all, who used to claim he was a White Brit, and apparently claimed he was jewish at some point. When I came along at SFF, he was proudly proclaiming British heritage. Next year he'll probably "admit" to us he's really ... something else.

The stats are what they are. Yes, Asian countries, including India, tend to exaggerate their averages - that's why the results furnished by these countries have to be compared to results gleaned from representatives of those populations tested in Europe and the US. India is not at 81 as the book says, but at 84/85. In attempting to try and NOT look like White supremacists, the authors still use some data provided by Asian countries using slightly older tests that can inflate their averages a few points - while deflating the white averages by comparing the older tests to newer tests used in the US and Europe. However, we can get an IDEA of just where certain populations lie in the totem pole, or on the one big Bell Curve representing all of humanity. India sits on the left.

So ... don't trust Western statistics. Instead, use ... oh wait, the West did create the scientific method and statistics as now used EVERYWHERE. Hmmm. No one ignores any lists you post regarding achievements. You've never posted them. The rest of us have, and you conveniently ignore them, just as you arbitrarily choose to ignore the materials furnished above. Doesn't bother me. It just makes Il Ragno's remarks a few months back regarding your preaching to a room filled with empty chairs even more hilarious.

I find the Chinese a rather unimaginative bunch, as I find most Eastern peoples to be. Not stupid, just not very creative. This is why, despite intelligence per se, they stalled in cultural development and achievement. Probably true for Indians as well. Whatever selection pressures the ancestral populations in those areas faced, they weren't forced to develop divergent thinking skills to the level Whites were forced to develop them. This is why you could have an army of Indians or Chinese or Japanese with IQ's of 150 and have very little or very slow invention or advancement. IQ is but one piece of the puzzle. Whites tend to go for "the home run" as many have said, because of their imagination. In that respect, Whites are indeed dreamers. Other people seem to need to actually see something in front of them before being able to work on it, improve it, whatever. Asians and jews (Israelis) do top the lists when it comes to industrial espionage, patent infringement, intellectual theft, according to our own Dept. of Justice. Things are so PC in DC that the actual situation in those areas is probably worse than admitted. Think mestizos listed as Whites when they commit crimes and you get the idea.

Run the West down, but it's the West in which you live. That says a lot. Not the least of which is the hypocrisy you display.
