From the Washington Report on Middle East Affairs
**Oct. 6: By a vote of 360 to 38, the House passed the Iraq Liberation Act of 1998, authorizing $99 million toward efforts to overthrow Iraqi President Saddam Hussein. **
Apparently it was in the works three years before 2001. In addition, if I remember right, the above figure is about $10 million more than Bush's estimate of $84 million.

Not to mention towards a weaker nation that posed absolutely no threat to the United States. All Iraq wanted was to be left alone and have the sanctions lifted. :angry:
