Mexican Congressman assures no wall will stop immigration into the U.S.A.
Phoenix, Arizona, U.S., June 18, 2003 (quepasa.com) - Ernesto Munro Palacio, local Congressman for the LVII Legislature of the Congress in the State of Sonora, assured in an exclusive interview with Quepasa.com that not even a wall on the Arizona-Sonora border would stop the migration flow.
The also president of the Border Affairs Commission of the State of Sonora, a state through which a great number of immigrants cross towards the United States, said that while Mexico does not give clear opportunities to everyone, "they will keep trying to emigrate."
The Congressman made it very clear the lack of well-paid jobs, as well as competitive salaries that at least can cover the workers' basic needs will remain a key factor for the migration flow increase.
"The United States needs Mexican or Latin labor force since there are certain jobs unwanted by Americans because they think they are unworthy or unfairly paid", said Munro.
This is what makes thousands of Mexicans and Central Americans to go on an adventure every year on strange lands like that of Sonora and its deserts, where the lack of water, poisonous animals, corrupt migration authorities and even anti-immigrant groups themselves operating in Arizona are the main cause of death for immigrants.
Munro Palacio said he did not agree with the declarations made by Arizona's governor, Janet Napolitano, who said during the Arizona-Sonora Commission meeting last week, the construction of a double steel-screen on this border would reduce the number of immigrant victims, as well as drug trafficking.
The Congressman said such measure would restrict the area for the Border Patrol to improve its task, but this will definitely not benefit immigrants, neither will it save more lives.
Regarding the proposal sent to the Congress to impose tougher sentences to "polleros", Ernesto Munro supported such bill, but considered this would not be enough to finish with the problem.
If approved, Article 138 of the General Law of Population would have to be abolished. This article contemplates "6 to 12 years of prison and a 100-to-10,000-day of minimum salary fine (...) for those(...) who intend to transport Mexicans or foreigners into another country..."
"This problem is ignited by the corruption found among migration agents in the country", stated Munro Palacio, who also said migration authorities "are corrupt, incompetent or sometimes limited". Article 138 is not applied whatsoever.
On the other hand, in reference to the declarations made by Congresswoman and president of the Human Rights Commission to Quepasa.com, saying immigration is Mexicans' fault due to their lack of nationalism, Munro said he was "ashamed (...) these are unfortunate declarations and she should also be ashamed of them".
He said anybody who thinks that about his/her fellow citizens is not showing solidarity for those who have to leave the country and seek for opportunities for their families. He also blamed past governments (from 1929 to date) for the migration flow towards the United States.
He stressed the fact that the problem "goes back more than 73 years ago, and it involves all the last governments, including the present one". What Mexico needed, he says, was a better economy growth so it would not be in disadvantage with the rest of the countries.
Finally, he said that Mexico has to put into practice two simple principles: "solidarity with those in need an respect for the dignity of people." QUEPASA.COM
