May 14, 2003 ââ¬â The issue of hiring minorities and women in the construction industry sparked a protest Wednesday in North Philadelphia.
Black and Latino building contractors shut down a North Philadelphia construction site today, protesting a system of hiring and contract awards they call racist to the core.
A PHA spokesman says 30 percent of their contract work already goes to minority contractors .
This loose coalition of demonstrators has been temporarily shutting down work at sites across the city. Last month, for example, at the new Phillies baseball park.

racist to the core.
To the core! To the core! That's the swooning journalist, feeling the racial injustice coursing through his or her very blood, eagerly tapping the evocative phrase onto the keyboard and onto the screen and into the story for the world to see. Not just "racist." But racist to the core.
"Sarah, I loved your story the other day. That phrase you used, 'to the core.' What I found so powerful about that term is its reflection of the way our very society is racist to the core. Excellent work. You get the Licorice Jellybean of Journalism this week."

Don't forget the adjective "lily-white"; the kit that accessorizes "to the core"'s kaboodle.
There's no FDA-approved-for-use media phrase so dripping with contemptuous irony as "lily white". It refers to any white person or institution, consciously or unconsciously resistant to Hip-Hop Calcutta America, who manages to live a wholesome, productive life outside the grasp of the Propasphere. If your son doesn't talk like the Wu-Tang Clan, or your daughter doesn't lap-dance for her main nigga and his homies until 3am, beware....they probably are living 'lily-white' lives in a 'lily-white' home.
And 'lily-white', like 'racist to the core' is code for "must be utterly destroyed". In a way, it's worse - 'racist to the core' at least refers to acts of conscious evil. "Lily white" sends the message that the evil resides in the state of being white itself.....you're guilty, without any crime having been committed.

Hey IR, I think that 'white bread' is close to being as hate filled an invective as 'lilly white'. At least in the way it's used in the media, and even on the local news here in the multi-culti hell that is Los Angeles.

A Philadelphia contractor of my acquaintance(female) reports that she has a hard time in keeping minority workers on the job to comply with with the stringent state and federal guidelines. Now she feels like a part-time social worker and bail bondsman in addition to her business demands. Many workers do not show up for various reasons after a stint on the job. Child support warrants and traffic tickets involve them with the law on a comman basis. She is often asked for advance money for bail or satisfy outstanding tickets. Absenteeism is an extreme problem and usually results from drug and alcohol abuse after cashing a few hefty paychecks. Transportation to and from the job is difficult for many of them as their Dl s have often been revoked and, oddly, unable to locate a construction site if it is in a new or unfamilier location. Ordinary work discipline is unknown to the current generation of workers she must rely on, and foremen often can not put up with their ineptitude and sloth. The woman in question is fairminded and certainly not racist to the core.

Another one is "who happens to be black," even ookier than...
The 27-year-old journalist, who is black, resigned May 1 after a Texas newspaper questioned whether he had plagiarized its story about the family of a soldier missing in Iraq.
You can just FEEL the attitude throbbing in that one. "Mr. Grant, who happens to be black, was convicted of rape," as in, you see, he just HAPPENS to be black, no connection between race and behavior, no sir. Sometimes we even get the dramatic "Mr. Grant is black" formulation, as in, "Mr. Grant has three degrees from Harvard and two from Yale. He won the Nobel prize in 1993. And Mr. Grant is black."
