The idea of ballot tampering is a red herring issue. Gross vote tampering, while suitable for Tamany Hall style political machines, is far too crude and spurious a method in today's society. In a modern democracy, power is controlled by clever manipulators and their agents who move a series of ideologically reliable puppets into a controlled public arena, on the one hand and squelch critics and dissenters by simply denying access to the public square on the other. This means the mass media, academia, large corporations and political think tanks, in effect, rule. Any disagreement between various manipulators is non-substantive and of little consequence to the long term goals of the elites. The actual voting process is only used to give the masses the illusion of control.
