Police spotted suspects' car 10 times during sniper spree

Authorities in the Washington region spotted the same faded blue 1990 Chevrolet Caprice and recorded its New Jersey plates on at least 10 different occasions this month, but saw no reason to link it to the sniper attacks until this week, law enforcement sources said Friday.

Ten times, authorities thought the car warranted enough suspicion that they ran its license-plate number through a national police database, sources said. Each time, however, they let the driver go after finding no record that it had been stolen or that its occupants were wanted for any crimes.

Police said the weather-beaten Chevrolet with whitewall tires did not attract closer scrutiny because they were mistakenly fixated on other vehicles -- a white van, a box truck, a cream-colored Toyota.

``We were looking for a white van with white people, and we ended up with a blue car with black people,'' said Washington, D.C., Police Chief Charles Ramsey, whose department ran the Caprice's license Oct. 3, just hours before a fatal shooting in Washington that has been tied to the sniper suspects, John Allen Muhammad, 41, and John Lee Malvo, 17.

Before the suspects themselves dropped the clue that led to their arrests, the thousand or so agents and police officers working the case were painstakingly chasing tips and leads that led nowhere, many of them said.

We were running a lot of leads into the ground,'' said one local law enforcement source.There were a ton of dead ends.''

Some of those might eventually have paid off, but none with the speed that the suspects' own tips provided.

One of the more promising trails involved motels along the shooting path. Authorities combed through guest lists and later determined that Muhammad and Malvo had stopped for the night near the shootings in Spotsylvania and Prince William counties, as well as one outside a Ponderosa steakhouse in Ashland, Va. In all, Muhammad and Malvo are suspected of shooting 13 people, killing 10 of them.

The two suspects were spotted at a YMCA on Route 1 -- less than a mile from the Ponderosa -- in the days before the Ashland shooting, according to police and YMCA officials in Richmond. Other guests said the pair stood out because they were unusually dirty and eager to use the YMCA's showers.

Until the suspects dropped the hints that led to their arrests, investigators were mostly frustrated.

``We were chasing the nut of the day,'' one of them said.

Then, on Oct. 17, a man claiming to be the sniper called the Montgomery County Police Department's public-information office, sounding frustrated and piqued. Apparently upset that he was not being taken more seriously, the caller said he was involved in a fatal shooting ``in Montgomery'' and urged agents to check it out.

Police said they believe that the man called a second time, but that conversation did not last long because he was dialing from a pay phone and ran out of change, sources said.

On Oct. 18, a Virginia priest received an eerily similar call from someone professing to be the sniper. The Rev. William Sullivan of St. Ann's Roman Catholic Church in Ashland told authorities that the caller spoke about a robbery-murder in Montgomery, Ala., a telling detail that caught investigators' attention.

The Alabama killing ultimately led to a fingerprint and the two suspects.

Another big clue fell into agents' hands Oct. 19, after the fatal shooting in Ashland.

Tacked to a tree near the crime scene was a three-page, handwritten letter, adorned with stars, that berated agents for ``incompitence.'' Specifically, the author accused agents of bungling at least six separate phone calls that the self-proclaimed sniper had placed to authorities.

``These people took [the calls] for a Hoax or a Joke, so your failure to respond has cost you five lives,'' the letter stated menacingly.

The letter also led them to the priest, who related his own conversation with the sniper.

In retrospect, investigators said Friday that they believe they unwittingly came close to finding the sniper on other occasions, but failed to corner their quarry because their vision was clouded by thousands of empty leads.

Perhaps the best opportunity came Oct. 3, immediately after the sniper fatally shot a 72-year-old man waiting for a bus in Washington, near the Montgomery County border.

About 10 seconds after the shooting, a witness saw a dark-colored Chevrolet Caprice creep away from the scene with its lights off. The witness later reported the sighting to police.

Another witness, a restaurant employee in the area, said in an interview that he also saw a Caprice slowly driving away but did not volunteer the information to police until after the suspects were arrested, because he assumed agents were looking for a white van.

Four days after that shooting, Washington police asked officers to look for ``an older-model Chevrolet Caprice,'' but it was described as burgundy-colored.

Witnesses saw a Caprice with its lights out, Ramsey said, but they also saw a burgundy Toyota Camry speed away and might have confused the two and come up with the wrong color.

In an Oct. 13 interview on CNN, Montgomery Police Chief Charles Moose was asked about the report of a Caprice leaving the scene of the slaying in Washington. Moose said task-force investigators were aware of the sighting, but he played it down, saying there was ``not a big push for public feedback on that.''

Ramsey noted Friday that Washington police never gave up on the possibility that a Caprice was involved and reissued the alert 10 days ago.

The police sightings of the Caprice began as early as Oct. 3, the deadliest day of the shooting spree, when a Montgomery County patrol officer took note of the car for unknown reasons but found no basis to detain the driver or write a ticket. A Washington officer would also run the license that day.

On Oct. 8, a Baltimore police officer stopped the Caprice and interviewed the man at the wheel, John Allen Muhammad, but sent him on his way. The car was seen again in Baileys Crossroads in Fairfax County, Va., and then on Oct. 21 at Tysons Corner in Virginia, where a red-light camera snapped its picture.

This is a disturbing. How did the police get access to motel guest lists? By 'later determined' they most likely mean after they had their names and a civilian caught the guys.

I've seen a bunch of articles, and photos thanking Moose for solving this. What a joke. The Fumbling Bumbling Idiots and this diversity promotion botched everything. The suspects did their best to get caught, and the morons investigating did their best to botch the investigation. With all the license plate running, red light cameras, and roadblocks the capture of these guys ultimately came down to a civilian and his truck.

Inquiring minds should want to know who told Chief Ramsey to look for "a white van with white people"? The police must have been working with an official profile describing the probable perps as white. Why did HNIC Moose fail to inform neighboring police jurisdictions about the Caprice sighting? Why didn't any of the officers running the tag on the Caprice notice the two odd holes in the trunk?

If we are to have an effective game plan for handling the next string of "sniper" shootings we need to do some serious Monday morning quarterbacking.

Yet another example from the mountain of evidence that Moose is competent. And, because of the pervasiveness of racial preferences for blacks, there's no evidence that competency was expected of Moose when he was given this job. Sigh... all the people who have to die for racial preferences.

The Washington Snipers: A Revolutionary Wind Is Blowing

As the Washington Sniper case reached its climax, we at VDARE.COM received volleys of updating reader emails, virtually all of which said the same thing:

Of course, THEY – the Conservative Establishment Immigration Enthusiasts – would now send this embarrassing development straight down the Memory Hole —as they did with the Nebraska Bank Killers, the 9/11 attacks, etc. etc.

Right on cue, Opinion Journal’s James Tarantoad waddled in (October 25)

“Columnist Michelle Malkin reports that John Lee Malvo, Muhammad's young acolyte, is

‘an illegal alien from Jamaica who jumped ship in Miami in June 2001." Border Patrol agents picked up Malvo and his mother, Uma Sceon James, and James "admitted that six months earlier, 'she and her son were passengers on a cargo ship that was filled with "illegal asians [sic]…The Border Patrol recommended that the Immigration and Naturalization Service detain the pair pending deportation.

‘That's not what happened. About a month after their arrest, Malvo and his mother were set free by the Seattle district INS-- contrary to what the arresting Border Patrol officers had determined should be done. And in clear violation of federal law regarding the removal of illegal alien stowaways.’

“Malkin’s report is certainly damning about the INS. Before the nativists on Pat Buchanan's payroll go berserk on us, however, we'd like to point out that Muhammad, the senior member of the pair, is a U.S. citizen, born in Louisiana.”

“On Pat Buchanan’s payroll” is presumably a reference to the Buchanan-backed American Conservative Magazine, which got under Tarantoad’s warts in its first issue by publishing my review pointing out that his immigration enthusiasm is directly responsible for the policies that have allowed aliens to enter the U.S. and murder citizens, as searingly demonstrated in Michelle Malkin’s book Invasion.

At the Wall Street Journal Ed Page, of course, they are not motivated by anything as capitalistic as payrolls. They are all religious fanatics, political ideologues and/or agents of a foreign power.

Still, the Tarantoad has to concede gracelessly that 50%of the snipers were illegal immigrants. Now let’s see how he processes this news:

“Kithlyn Nedd, 39, a mechanic on Antigua who said he shared the house with Muhammad, said in an interview today that Muhammad made money by selling fraudulent documents to Caribbean island citizens and others who wanted to enter the United States.

“Antigua's prime minister, Lester B. Bird, and the island's police commissioner, Truehart Smith, said last week that Muhammad and another man were under investigation there but would not disclose why. In an interview today, Smith acknowledged that the probe concerns possible immigration fraud. "My men are investigating that [Muhammad] allegedly engaged in that activity," Smith said.”

In other words, John Allen Muhammed may have been an illegal alien smuggler, a trade that has developed exactly because the Wall Street Journal and other immigration enthusiasts in the Treason Lobby have demoralized American public officials to the point where they are afraid to enforce the law.

More than a week ago, VDARE.COM received this from a reader, which we set up as a Today's Letter but never actually posted. (This happens a lot, alas).

Please consider forwarding this email to any of your writers who might like to do an "expose" on Montgomery County Police Chief Charles Moose. I believe he is so thoroughly PC—if not outright anti- white—that he is botching the search for the sniper(s) that have killed 9 people. His PC attitude has probably cost several lives by now—and who knows how many more in the coming days.

I live in the D.C. suburbs. The first sniper attack took place 2 blocks away from where I live. So I have been following this tragedy closely.

But I have been critical of Moose long before the sniper attacks started.

First, you must realize that Moose was hired for his non-whiteness. Montgomery County is one of the richest counties in the country, but also has a lot of Latino immigrants. The last police chief had the audacity to actually crack down on crime which was—surprise, surprise—committed largely by Latinos. So the Latino community screamed "discrimination" and muttered loudly about wouldn't it be a shame if there was a riot as a result of this disrespect. So the scared white county leadership hired Moose to smooth things over. He's a PR stunt, not a police chief.

SMOKING GUN: On October 8, 2001 there was a town hall meeting in Rockville, MD about the county's response to 9-11. It was shown on local cable (Channel 8, I believe). If one could find a copy of that tape, one would hear...

1) Moose lecture the audience that 9-11 wasn't the first time Americans suffered from terrorism. Before 9-11 the Klan blew up little girls in Birmingham because it didn't agree with the US government's positions. He seems to be gloating that now it’s white peoples’ turn to know how scared blacks felt back in the Jim Crow South. Just like we defeated the Klan without stigmatizing all white people, he says, so we will defeat terrorism without stigmatizing all Muslims.

Moose bragging that the FIRST THING he did when he heard about 9-11 was to "reach out to our Muslim community and make sure they felt safe." He brags how he sent patrol cars to the mosques and community centers to protect them. NEVER does he mention doing ANYTHING to protect Americans against additional terrorists that might be out there. Clearly, in a time of national crisis, Moose's first instinct was to protect the poor pitiful minorities against the bigoted rednecks of Montgomery County. (Not that we have any more rednecks!)

3) When Yours Truly asks his Congresswoman what—if anything—was going to be done to identify and deport the millions illegal aliens already in the US, Moose jumps in to say that immigration is a federal issue and his police don't inquire about a person's immigration status. He has instructed his police to give the same level of courteous service to all county RESIDENTS.

…there is plenty of evidence that Moose deliberately overlooked the potential threat of illegal aliens in our county for at least a year, and failed to inform the population about the race of the sniper(s) because of his distrust (dislike? hatred?) of whites…

We don’t know Mr. Mendez, although we owe him an apology for our tardiness.

Nevertheless, whoever he is, his instincts were better than the entire media establishment – including, of course, the “conservative” Wall Street Journal.

To update Bob Dylan, a Victorian poet, you don’t need to be a weatherthing to see which way the wind is blowing— that this is a revolutionary situation.
