Man, Stepson Held in Sniper Case Thursday, October 24, 2002 By Brian Wilson and Rita Cosby
ROCKVILLE, Md. ââ¬â Police swooped down and arrested a man and his stepson at a Maryland rest stop Thursday morning in what may be a major break in the Beltway Sniper case.
Members of the sniper task force arrested John Allen Muhammad, 42, and Lee Malvo, 17, at 3:19 a.m., just a few hours after a warrant had been issued for their arrest.
The two men were inside a car off I-70 in Frederick County, Md., said Larry Scott, an agent for the Federal Bureau of Alcohol, Tobacco and Firearms.
A law enforcement source close to the investigation told the Associated Press: "I'm confident that these are indeed the people" sought in the killings.
"The evidence is all there and because of things we've received in the communications," the source said on condition of anonymity. "It fits together with evidence they've collected in the last couple days."
The men were arrested in a car that matched a description police gave at a midnight press briefing, said Maj. Greg Shipley, a spokesman for the Maryland State Police.
"I don't know what their reaction was," Shipley said. "It wasn't an aggressive one. They were taken into custody without incident."
Shipley said the men were being transported to Montgomery County, where the investigation is based.
A motorist and an attendant at the rest stop called police at 1 a.m. after they spotted the pair sleeping inside one of the cars sought in the sniper investigation.
Police responded and took the pair into custody. Their car was a blue 1990 Chevrolet Caprice with New Jersey plates NDA-21Z.
Sources told Fox News that police may have found a weapon in the car.
Sources also told Fox News that they had received an earlier tip on Muhammad from a friend of his who said Muhammad had described one of the shootings in such detail that only the shooter could have known of what he said.
Hours earlier, police issued an arrest warrant for Muhammad, saying they believed he had information about the string of terrifying shootings that have left 10 people dead and three others wounded since Oct. 2. They issued an alert for the Caprice and a white 1989 Chevrolet Celebrity with Maryland plates reading ZWE-517.
Montgomery County Police Chief Charles Moose said the man should be considered "armed and dangerous" and that he was being sought on a federal weapons charge.
He also cautioned that the public should not assume Muhammad is involved in any of the shootings that have stricken the Washington area.
Moose identified Muhammad as a 6-foot-1, 180-pound black male who also goes by the name John Allen Williams, and authorities released a photograph showing a clean-shaven man with closely cropped hair. He also said a juvenile may be accompanying Muhammad.
He did not identify the juvenile, but a law enforcement source identified him as Malvo.
Moose also issued another direct message to the sniper:
"Let's talk directly. We have an answer for you about your option. We are waiting for you to contact us."
"You asked us to say 'We have caught the sniper like a duck in a noose.' We understand that hearing us say that is important to you," Moose said. "Let's talk directly. We have an answer for you about your option. We are waiting for you to contact us."
Muhammad's ex-wife, Mildred, was being questioned by the FBI Wednesday, said Adele Moses, who identified herself as the woman's sister. She said Mildred was living with her in Clinton, Md., southeast of Washington.
The Pierce County, Wash., sheriff's office said Muhammad was once stationed at Fort Lewis ââ¬â an Army post south of Tacoma that provides some of the most intense sniper training in the military. Muhammad also reportedly served in the Gulf War.
The FBI searched a back yard in Tacoma that they believe may be related to the probe Wednesday night.
Law enforcement sources told Fox News that search warrants related to the serial sniper case were served in various parts of the country Wednesday evening.
The sources said these multiple warrants included some in the D.C. area and at least one search warrant was executed in Marion, Ala.
The FBI searched a location near Marion, Ala., known as Camp Ground Zero USA ââ¬â a place known to train militia groups. FBI sources told Fox News "they are not at liberty to comment" on the investigation and cannot confirm or deny their agents are investigating Camp Ground Zero USA.
Fox News reported Tuesday that a credit card is playing a crucial role in the investigation. Fox News has learned that the credit card apparently was taken following a liquor store robbery in Montgomery, Ala., on Sept. 21.
In that shooting, 52-year-old Claudine Parker was shot and killed. That credit card taken during the liquor store robbery is the same one to which the serial sniper wanted $10 million transferred.
It now seems clear that the search warrants being run in Alabama are somehow connected to this leg of the investigation. Fox News was told that this same stolen credit card was used recently in the Washington, D.C., area.
Montgomery, Ala., Mayor Bobby Bright said federal authorities were investigating whether the fatal shooting there last month was linked to the sniper. No one has yet been arrested after the one woman was killed and another wounded as they walked to their cars after locking up the store.
Bright said a caller to the sniper investigation tip line apparently claimed responsibility for the sniper shootings and the Montgomery shooting.
A law enforcement source told The (Baltimore) Sun that police found a piece of paper at the scene of the Montgomery shooting that bore Malvo's fingerprints. Police then traced Malvo to a Tacoma, house where he had been living with Williams, the paper said.
Several federal sources told the Seattle Times that Muhammad and Malvo may have been motivated by anti-American sentiments in the wake of the Sept. 11 attacks. Both were known to speak sympathetically about the men who hijacked jetliners over Washington, New York and Pennsylvania, the sources said.
But neither man was believed to be associated with the Al Qaeda terrorist network, sources said.
Moose, who is heading the sprawling investigation, expressed frustration at the failure to make contact despite the sniper's repeated attempts through "notes, indirect messages and calls to other jurisdictions."
Then he said: "The solution remains to call us and get a private toll-free number established just for you." If that happens, Moose said, "we can offer other means of addressing what you have asked us for."
The latest message believed to be from the killer was a letter found not far from where bus driver Conrad Johnson, 35, was shot Tuesday, two law enforcement sources told The Associated Press on condition of anonymity.
The message reportedly demands $10 million ââ¬â the same request sources say was made in a letter found at another shooting site Saturday.
In Tacoma, FBI agents spent hours at a rental home, eventually carting away a tree stump from the yard and other potential evidence in a U-Haul truck. The back yard was divided into grids by tape, and agents swept metal detectors back and forth in a painstaking search.
The agents, acting on information from the sniper task force, were seeking evidence related to ammunition, a senior law enforcement official in Washington said on condition of anonymity.
FBI spokeswoman Melissa Mallon said the property owner consented to the search, but she refused to say why agents were there.
"There's no immediate danger to anyone in this neighborhood," she said.
Pfc. Chris Waters, a Fort Lewis soldier who lives across the street from the home, said he called police after hearing gunshots in the neighborhood nearly every day in January.
"It sounded like a high-powered rifle such as an M-16," he said. "Never more than three shots at a time. Pow. Pow. Pow."
Dean Resop, who lives a block away, said quite a few tenants had been in and out of the home.
"Makes you want to watch your neighbors closer," said Resop, who has lived in the area seven years.
FBI agents also visited Bellingham High School, 90 miles north of Seattle, on Wednesday. Mayor Mark Asmundson told the Bellingham Herald the agents were apparently seeking information on a male teenager who once attended the school and an older man. He said both left the area about nine months ago.
Malvo, who authorities said is a citizen of Jamaica, attended high school in Bellingham last year.

I just read that the suspect is a citizen of Jamaica. Oh the glory of 3rd world immigration!!!!!
The whole story is still very blurry, because the police aren't releasing much details yet.
I haven't heard anyone suggest that he is the sniper himself, just "connected" to the sniper. I think the authorities believe that the real sniper practiced shooting on "Muhammeds" property in Tacoma.
I predict that the actual sniper has yet to be caught AND several major hollywood companies will compete for movie rights.

Thank God it's over. The murder of 10 or so people was bad enough but Chief Moose's press conferences in which he committed dual atrocities against the English language and the prestige of Portland State's Doctoral program ranks as a worse offense IMHO.

On Weds. eve commentators on the "conservative" Fox NN brought up the militia, white supremacist bogie man the recent DC killings.The no-talent , freakish looking Ms. Van Sussterin put out the suggestion, and was followed by other experts. The usual groups wanted these killings to one of their enemy, a white male, hopfully a neo nazi, or militia member, and one could see their politcial representatives preparing a new deluge of hate-crime and gun controll legislation. If the dusky suspects prove to be the perpetrators, then media damage controll will be interesting to watch. The media frenzy will no doubt be stilled somewhat and , the press gang will have to work overtime to sanitize its coverage.

I didn't think it were blacks because I didn't think they had the ability to pull it off. I still don't think they had the ability to pull it off for as long as they did except for police incompetence. As more details emerge, you'll see how stupid this gunman was.
I also think authorities knew for a while that it wasn't a white guy. At the very least, a black man's voice in the phone call told the police he was black. And, you also notice how the police refused to promote the claims made by eyewitnesses that the gunman was white or arab.
But, it looks like the guilty party is black and Moslem. Yet, for most of the time the media was pushing the white guy profile without a feeling a bit of hypocrisy for racially profiling and without a bit of feeling of prejudice that it they were way off.

None of us is more relieved than I that the sniper/bushwhacker/bushman and his "stepson" accomplice have been caught. But my relief fades as I realize that if this dynamic duo could waste 10 people and terrorize a whole region for three weeks, what could some trained and skilled gunmen do? The politically correct commissars "levelled the playing field" by allowing Chief Moose to supervise the case, but even this could not keep those who do the real work of law enforcement from eventually catching the perps. There are always those who think that they could it better because they are too clever to commit stupid mistakes. I am sure that the planners in Al Quaeda have noticed the terror and economic hardships caused by these shootings, even if they may not have had a hand in them.
Prior to this sensationalized "spree" these groids had not advanced beyond the level of liquor store robbery. Like most all of the muds featured on the New Nation News Front Page the national media would have taken scant, if any, notice of them. However, since the media gave this case even coverage more than that given the Chandra Levy missing JAP flap, they can hardly ignore these perps. But they can still compete among each other to see who can give the story the most politically correct spin.

Same here. I figured it was a white or arab guy. Of course, I heard lots of people commenting how the guy couldn't have been a military sniper because he was making too many mistakes, so...well. While cruising through the AM dial yesterday, some ex-head of the FBI was on (on Rush Limb, I think) saying how he thought it was some white supremacist. He said sure, some of the victims were nonwhite, but the target was Washington DC, the nation's capitol, and that these "types" hate the government as much as they hate nonwhites.

Now instead of gun control maybe they'll start talking about black control--NOT.

I'm hearing now that this Malvo was not in any way related to John Allen Williams, 42, also known as John Allen Mohammad. One broadcast even said that Malvo referred to Mohammad as his "play" father. Looks like Bushman and Robin --- and all that implies.

On Malvo, CNN reports:
"A State Department official said Thursday the department has no record of having issued an immigrant or a non-immigrant U.S. visa to a John Malvo from Jamaica. "

It is interesting how this thing just CONSUMED police resources for three weeks.
If this bonobo in a turban was connected to international Islamic terror, then it's conceiveable that his actions were planned as a distration; i.e. he diverts police attention while others put bigger plans into place. Maybe.
It's also possible that he'll suddenly testify that he was acting at Saddam's request. Wouldn't that be interesting.
Of course, the most likely scenario is that he's just a mud with a beef.

I can't see this whole campaign of terror being planned, waged and executed by this Blackman & Robin team. On the other hand, Charles "Cheetah" Moose , aka The Ultimate Quota Hire, certainly looks as if it would take him 11 murders in a month to figure out it just might be an ex-army sniper.
But if the actual sniper(s) is a calculating Aryan mastermind, now would be a terrific time to take a few years off and play golf, with a custom-made patsy in custody. (You know the memo's hit every desk when that brittle ninny Peggy Noonan rushes out a "Wow, glad that's over with" column within 24 hours of the grab.)

No. Its too pat. Muhammed and Malvo are patsies, set up like McVeigh in order to discredit the ideology such atrocities represent. In other words, its political propaganda slaughter -- killing for "the cause", but the "cause" ain't what it seems to be, I'm afraid.
Act IV of the psychodrama, which we left night-before-last having posted that the pressure to find a culprit was so intense something had to give. As soon as a suitable scapegoat could be found or arranged, the cynical hypothesis goes. On the basis of a trail of "evidence", we hypothesized ENTIRELY INDEPENDENT OF THE FACTS GIVEN TV. Thus, resolved overnight (literally -- deliverance from evil while you slept), out of sight ("...the white van sped away in the night..."), on the q.t. (I'd bet my life). It was time for the October surprised to be called off.
Questions: how could the "burgandy" (actually blue) Chevy Caprice have been identified at a shooting scene, then stopped with Muhammed in it, but released? Who was driving the white van? Was it driving by rapidly? Was the Caprice parked under a light? On what radio channel was the ABP broadcast? Did anyone anywhere else hear it?
If these are really the snipers, then every detail of each killing must be explained: the plastic laminated letter found at the Ponderosa; handwriting on it, on the Tarot Card, and the other letter must be consistently matched. We, the public, have a right to know. This can't be swept under the rug of pretending to "prosecute" them on the basis of the slender evidence used to track the M & M Muslim duo down -- narrowing the mainstream media-recognized version of what has gone down here to what they can win a case on. We not only have a right; I shall demand it be recognized, and invite all to join in. Any attempt to block access to the truth will be self-evidently self-incriminating.
Before last night, I had narrowed the likely suspect to one of four possibilities:
A. A terrorist, foreign or domestic (my first suggestion: a pre-emptive revenge by anti-war advocates to make Americans tremble like they make Iraqis -- the random, methodic killings up to no. 6, the Tarot/kid case following Ari Fleischer's irresponsible "for the price of a single bullet" line, was consistent with this. This makes it an intelligible political "message", whatever judgments or implications are drawn.
B. A spree-thrill killer, like the female criminologists on TV wet their pants getting inside the mind of, and the Dietlebuggers call out to fight like a man. I was always too absurd to take seriously; a diversion of the political impact onto the "evil" personalization of the terror onto kids and the police, in order to control the spin-off speculation. A later note blamed "5 more" murders on the police. I interpret this as tracing back to the intervention at #6, providing false thread to obliterate A.
C. A white racist skin-head gone beserk, like McVeigh.
D. OR (alternative) An provacateur pretending to be C. For instance, a mysterious "Sons Of The Gestapo" note claimed responsibility for derailment of a train in Arizona, but no one had heard of such, and
it was widely regarded as done to discredit patriotic militias. Just as the sniper killings could be done to discredit the NRA. Indeed, I take the tone of "THEY ARE NOT WHITE!" as expressing honest relief, but ask those indulging in it to recall that if the entire thing were manipulated, the scapegoating could have easily gone the other way. Besides which, in geo-political terms, both are equally bad for the cause of sanity.
It looks like they went for a combination of A. (split off from any self-incriminating contamination), plus played up C./D. ideology, brought in with "evil". This is how the politics plays out, which will never be brought out in any trial. It belongs to the level the media was narrating, projected as if the killers were relating to them relating to it -- except they were asleep, on the road, maybe didn't get to see ol Bo "I cudda bin a contindah" Deitle call them dirty names.
Such infliction, or affliction, is beyond what can be tolerably endued. Every detail must be explained. I will not see America driven to war against an enemy trumped up by neocons -- as if running from snipers aiming at our back. What would be left to come home to?

That's what Montgomery County Police Officer Derek Baliles, part of the Beltway sniper task force here, told WorldNetDaily last week.
Never mind that authorities knew that several witnesses at the Virginia Home Depot shooting described "dark-skinned" suspects, corroborating an earlier witness account of two "Hispanic" men leaving the scene of one of the Montgomery County shootings.
"Anybody could put makeup on" to look ethnic, Baliles argued in an attempt to discredit the consistent description of "dark-skinned" suspects.
In fact, it turns out the sniper suspects, who eventually gave themselves away in unsolicited communications with police, are believed to be blacks ââ¬â one a Muslim convert and the other an illegal alien from Jamaica. Both are expected to be charged today in the terrifying shootings, which killed 10 and seriously injured three.
Baliles was only taking a cue from his boss, Montgomery Police Chief Charles Moose, an outspoken critic of racial profiling.
Throughout the sniper ordeal, Moose refused to release a composite sketch or even a demographic profile of the sniper suspect, which would have helped the public narrow down who to look for. He explained he didn't want to "paint some group."
But from the start of the investigation, Moose targeted whites, pouncing on phone tips from girlfriends, wives and neighbors upset with white guys with guns.
The tips all proved to be dead ends. White men detained for questioning or put under surveillance had to be taken off the suspect list as alibis checked out and the shootings continued.
Police "did waste some time" chasing down white gun owners, acknowledged a federal law-enforcement official close to the task force, which may have bought time for the sniper team to cut down more people.
The ATF and FBI went along with the profiling of white gun owners, sources tell WorldNetDaily.
In fact, Mike Bouchard, special agent in charge of ATF's Baltimore field office, boasted of confiscating a number of rifles from residents in Maryland.
Moose early in the investigation seemed more concerned with collecting guns than catching the sniper.
In an odd plea to the public at one press conference, he said, "You need to ask yourself: Who do you know that owns guns, and why?"
A homeland-security official in the Bush administration says the obsession with white gun owners developed under the previous administration, which pushed for tighter gun controls and refocused FBI efforts on so-called "right-wing" militia groups.
"This is the result of Clinton and his liberal ilk going after law-abiding white gun owners for eight years," the official said, under the condition he not be named. "God forbid the FBI look into black Muslims."
Regular White Guys
In profiling mass murderers, FBI behaviorists follow a formula that hasn't changed much over the past decade ââ¬â even after Sept. 11.
It's called "RWG," or regular white guys.
I.C. Smith, an FBI counterintelligence veteran, explains how it was applied in the sniper case.
"First you start with the statistic that 80 to 90 percent of all (serial) shooters are white guys. Then you back out the guys happily married. That leaves the introspective loner types," he said in a WorldNetDaily interview. "So you end up with a pretty small part of the population."
Of course, that residual excludes Muslims ââ¬â who tend to be black or foreign, not white.
The task force's operating assumption that the sniper was a lone, unstable white male came from the FBI's stock profile developed from the Timothy McVeigh and Ted Kacyznski cases, sources close to the investigation say.
The face of American terror has a darker complexion now, yet profilers haven't updated the model.
"Point is, they have never profiled potential (Islamic) terrorists," Smith said.
He notes that FBI profilers spend most of their careers at Quantico, Va., the Marine Corps base where FBI profilers do some teaching and handle profiling requests from mainly local and state police agencies.
"Most of them have probably never been to a crime scene," Smith said. "Most find time to get advanced degrees and get material to write books when they retire."
He also notes that all of the profilers (including some prominent ex-FBI behaviorists) and criminologists on TV during the shooting crisis missed the mark in their analysis of the sniper.
The consensus was that he's a "white" "loner" who kills just for the "thrill," rather than out of some deep-seated religious belief or cause.
They were wrong on all counts ââ¬â number of suspects, physical description and motive.
"These profilers misled the public," Smith said. "They did more harm than good."
Slurs against whites
**Moose's personal attitudes about whites might also have played a factor in the task force's early decision to go after white gun owners, suggest officials familiar with the sniper case.
As police chief in Portland, Ore., he made racial slurs against whites who he thought were discriminating against him, according to local press reports.**
In 1999, he got Portland officers and state police to sign a resolution against profiling of blacks in the state, regardless of their statistical propensity to commit certain crimes compared with whites.
He then ended the practice in Montgomery County soon after taking the $125,000 police chief job, making the Maryland county the first local government in the Mid-Atlantic region to launch a program approved by the Clinton Justice Department to discourage profiling.
Moose, a member of the National Organization of Black Law Enforcement Executives and the Civil Rights Committee, also is a big fan of community policing, another Clinton hobbyhorse.
As the de facto leader of the task force, Moose tried to smear as not credible all witness descriptions of "dark-skinned" suspects in the Home Depot shootings with the announcement that just one of the several witnesses at the scene lied.
The media threw the baby out with the bath water, never pressing police to present the good witnesses and what they had to say, along with the one bad witness, Matthew Dowdy.
Baliles said "everything" the credible witnesses told police was "thrown out," because "even skin tone would be hard to describe under those lights" in the Home Depot parking garage. And the Fairfax County Police Department agreed to "re-interview" those witnesses.
Fairfax County Police spokeswoman Isabel Benemelis said new statements were taken from "several" witnesses.
No white guys spotted
But their accounts of what they saw were never publicly released.
Asked if any of them ever described the suspects as "white," Benemelis paused. Then she said: "I can't get into specifics about witness statements."
Baliles also dodged the question.
Astonishingly, the task force took three weeks to reach out to the immigrant community for tips in the sniper case.
On Oct. 3, a witness described two "Hispanic" men leaving the scene of one of the Maryland shootings in a white box truck. Investigators now believe the sniper team may never have actually used such a truck.
But at the time, the police thought enough of the witness account to put it in a BOLO, or be-on-the-lookout, alert that went out to federal law-enforcement agencies, as WorldNetDaily first reported Oct. 4.
Of course, that description didn't fit the stock profile of a mass murderer ââ¬â the white male loner.
So instead of canvassing immigrant neighborhoods for leads, the police, led by Moose, ran down tips about white gun owners.
They operated under the assumption the shooter had to be white, even though U.S. intelligence recently released a warning to law enforcement that al-Qaida planned to carry out small-scale terrorist acts in America using lower-profile black Muslims rather than Arab Muslims.
At the same time, the task force knew that black Muslims in Oregon ââ¬â Moose's old home ââ¬â had just been arrested for conspiring to wage war against the U.S. and support al-Qaida. Authorities became suspicious after spotting members of the terrorist cell firing rifles at targets.
It's not clear how Moose assumed so much authority at the command post here.
Despite the fact that more of the shootings occurred outside Moose's jurisdiction, he was "designated" by other agencies as the official spokesman for the task force, confirms task force spokesman Larry Scott, an ATF agent.
However, Scott says Moose shared decision-making authority regarding task force strategy with Bouchard and Gary Bald, special agent in charge of the FBI's Baltimore field office. The three made up the task force "management team," he said.
Responding last week to criticism of his performance, Moose said, "There's nothing here that's about me."

Concerning the agendas and political spin put on this story, the best that the media can do at this point is to downplay this story. Rest assured that Mr. Muhammed will receive much less coverage (at least negative coverage) than Buford Furrow, etc, and when the case is covered, they will find some way to portray Muhammed and his wonderboy sidekick as "victims of racism" who were "forced into a life of crime" because they were "misunderstood." No such second-guessing would apply to their white counterparts, of course.
The Zionist press--and you know which media outlets--will get their mileage out of this to screech about radical Islam. The gun-grabbers are already crowing as well.

Only 80 to 90 percent of serial shooters are white? If they are including Hispanics as white, as they do with most crime stats, then true whites are not anywhere near being overrepresented in this crime group compared to negro representation in robbery, rape, and murder. It's satisfying to see these "all-knowing" profilers made to look like fools for a change. Most of what these clowns do is study statistical probabilities anyway. I mean, have they ever "profiled" a serial murderer as anything but a "white loner"? If they have, I've certainly never seen it. They have a one-size-fits-all "whitey is guilty" template that allows for no deviation.

Tex, a few comments on your questions.

No, it appears he had stints in the National Guard and Army. He was trained as a machinist to serve with Army engineers. He did qualify as Expert with the M-16 while in the Army --- that would put him in the top twenty percent as far as marksmanship is concerned.
One aspect I would like to see cleared up is whether or not he had help in setting up his car as a "death mobile." The back seat was altered to allow a shooter to lie prone and shoot out of one of the holes drilled in the trunk. There was another hole to allow for aiming with the telescopic sight. This arrangement kept the ejected cartridge cases inside the vehicle. It probably kept much of the blast inside the car. When most of the noise consists of the sonic crack of the bullet it is difficult to tell from where the shot came from. The driver could then calmly drive off before the police arrived.
As a machinist Muhammed might have been able to do the alterations. There are reports he tried to obtain a "silencer" but failed. I would think it possible he had the skill to make one, although he may have lacked the tools.

McVeigh wanted to go special forces after he returned from the Gulf War. Apparently he did not have the time to get back in shape after returning from the combat zone and therefore failed the test. His specialty was the Bradley fighting vehicle and he was outstanding in the use of the vehicle's gun. McVeigh was demobilized and could not satisfactorily adjust to civilian life.

I have read that the "duck in the noose" was a reference to a Cherokee folk tale. Some folks thinks that was a coded message.
I agree that race was not a primary factor in this case, but one of the burdens of "diversity" is that race almost always plays a role in all social ills. The main way blacks have been attracted to Islam is by appeals to their sense of having been exploited by the "blue-eyed devils." No doubt it played a part with Williams becoming Muhammed. The extortion efforts strike me as being a desparate reaction when they realized they had no means with which to continue to operate, escape or even subsist. Again, the want of foresight that is so prevalent among blacks dooms their efforts.
I am weary of this case and welcome the respite, but I fear that someone having noticed the havoc this pair was able to wreak and thinking themselves more clever will try this again. I intend to remain vigilant, and I hope that law enforcement will learn from its mistakes and be ready for another "sniping" spree which will probably be better executed.

That phrase the sniper had read aloud, "The sniper has been caught like a duck in a noose" sounded much like one of those trigger phrases that are used to activate some programmed "Manchurian Candidate"-like person--maybe the sniper's successor? And about that white van, now that we know the snipers were traveling around in a blue car--could that van have been the CIA "handler" of the sniper?

As you will recall, the initial sniper stories were played up big towards a White Racist angle - remember the sigh of relief when the first bonafide white victim was murdered, or the frantic racial-id of the first few vics? - is he Asian? isn't that a Spanish surname? He's targeting poor minorities, the sick lily-white bastard!, etc, the unspoken subtext clearly being * why isn't he killing WHITE people?. NEW YORK -- The letter left at the scene of a sniper shooting contains phrases often associated with a group that believes the black man is God and spreads its message through prison recruitment and popular hip-hop music.
An FBI spokeswoman declined to comment Saturday on whether authorities were looking into the possibility that the writer borrowed from the language of the Five Percent movement, which teaches that education and family are of central importance. It rejects drinking, drugs and fornication, as well as most accepted history, authority and religion.
The 39-year-old movement started as an offshoot of the Nation of Islam, but Five Percenters say they are not Muslims. The group teaches that black men are to be called "God" and black women "Earth," and that only five percent of the population is enlightened.
The letter found near a steakhouse in Ashland, Va., where one of the shootings occurred demanded police refer to the author as "God," and a tarot card left near a shooting outside a school declared, "I am God."
"I'm not saying he's a Five Percenter. I don't know that. Only that 'I am God' is something a Five Percenter might say," said Robert Walker, a private consultant based in Columbia, S.C., who helps police identify gangs. "All black men who are followers and members of the Five Percenters refer to themselves as God and will even refer to someone else who is a Five Percenter as a God also."
The letter also included the phrase "word is bond," also widely used by Five Percenters, who often call their movement the Nation of Gods and Earths.
The letter, which was reprinted in The Washington Post on Saturday, had five stars on the title page. Walker said the stars were similar to ones that symbolize children to followers of the movement.
A man who answered the phone at the Allah School in Mecca, the national headquarters of the movement, located in New York, said members of the group had no comment. He would not give his name.
FBI spokeswoman Debbie Weierman said she could not comment on an ongoing investigation.
Walker, a former prison security coordinator and Drug Enforcement Administration agent, stressed that most people involved in the movement have nothing to do with crime.
But prison officials in several states have censored the group's teachings despite complaints by inmate advocates that they are trampling on freedom of religion. Some prison systems have labeled all Five Percenters as gang members.
The Five Percent movement is so influential in hip-hop music that "word is bond" and other popular Five Percent phrases are ubiquitous in songs by such artists as Busta Rhymes, the Wu-Tang Clan and Brand Nubian.
John Allen Muhammad, who along with teenager John Lee Malvo was charged Friday in the six sniper slayings in Maryland, converted several years ago to Islam and changed his name from John Allan Williams.
Many Muslims have said that a follower of Islam would not say "I am God" because it would be sacrilegious.
Walker said Five Percenters often change their names, but usually pick from a list that does not include the word "Muhammad."
He also said Five Percenters typically end letters with the word, "peace," which group members mean as an abbreviation for "please elevate all children everywhere."
The letter's postscript had no such good wishes: "Your children are not safe anywhere at anytime."
