I knew there was a lot of money in it to get the cruise company to agree to let their boats be overran by rats. Not only is it $4000/month, I'm sure that the feds will get a plenty inflated bill for the massive damage done by the "guests". In the end, it probably would have been cheaper for the feds to buy the boats and then sell them as scrap after the "guests" leave.
