I watched about 1 minute of the Chump-in-Chief's speech last night, just where he was saying that he was going to get Congress to give up $65 billion (taxpayers dough!?!) for reconstruction of New Orleans. WTF? With all of the illegal Messican construction workers that Jorge Boosh allows into the US, I'm sure he could get the job done for about 1/4 of that price!
I promptly turned off the Chimp after that. I couldn't even stomach the sight of the guy.

I'm not sure about the wisdom of rebuilding in a flood plain that is below sea level...and on costal areas that are in costal hurricane-storm strike zones.

When you hear of tax breaks, much of those breaks will actually be in a form of credits or payments from the government to individuals (mostly black) through the IRS. For example, in most highly black areas, if you hire blacks, the IRS gives you a credit to cover a large chunk of what you pay the blacks.

Transhipping terminal (heartland products that come down the Mississippi/Missouri basin) to global markets
Petroleum terminal
Tourism is irrelevant.
Slums drag a city down, they don't give it an economic or cultural base, they give it a despair and crime base.
I have heard some folks championing a free enterprise zone, which would reward hard charging small business and med businesses starting from scratch.
Black owned, white owned, probably doesn't matter at the micro level, so long as the ground up rebuilding idea is building supporting light industry and services to support the big muscle movement industries noted above.
What is the point of rebuilding a slum, a ghetto?

There's absolutely no point in recreating niggertown. Whether they do it or not in NO, you can rest assured that the "evacuees" will get accomodations better than they had, whether back in NO or in other places they are infecting now.
