It is up to Israel to decide whether to pursue its aid request for Negev-Galilee development - which was slated to be part of an aid package to offset the cost of the disengagement - or exercise restraint in light of the high costs of Hurricane Katrina, outgoing U.S. Ambassador to Israel Daniel Kurtzer said Friday.
Citing unnamed White House officials, Army Radio had previously reported that the scope of the disaster relief the U.S. government is preparing for the areas hit by the hurricane was likely to reduce the amount of American aid to be transferred to Israel.
After returning from his tour of the New Orleans region earlier this month, U.S. President George W. Bush immediately signed a $10.5 billion disaster aid package passed by Congress - an amount Kurtzer said could end up 10 times as high.
In July, Israel requested funding to develop the north and south of the country, which was to be [URL=http://www.haaretzdaily.com/hasen/pages/ShArt.jhtml?itemNo=600500]part of a $2.25 billion package[/URL] for the disengagement plan. The Bush administration had been expected to submit its request to Congress for approval of the aid in December.
"The question has been raised as to whether Israel should exercise some restraint with regard to this aid request now," Kurtzer, who ends his four-year term next week, told Israel Radio on Friday.
"The government may or may not decide to pursue it right now, in view of the fact that the costs to the American taxpayer of [Hurricane] Katrina are likely to be enormous in the period ahead," he said. "I've seen estimates in the press that exceed $100 billion. But this is a decision that the Israeli government will take, whether it seeks to move this issue now or not."
Kurtzer also said Friday that the United States expects Israel to fulfill its commitment to remove unauthorized outposts in the West Bank, and trusts Israel to do so. He did not set a deadline for the outpost removal, saying the U.S. doesn't "put a gun to Israel's head."

Hey, Kurtzer, get the money from such outstanding folks as some of the "Russsian mafia" and other Jew criminals who have fled to Israel to avoid prosecution.

The ironies and contradictions in which Israel finds herself entangled today could be material for a Keystone Kops comedy if the results were not so tragic, the ramifications so gruesome.
The United States is fully mobilized fighting a global war on terror, and yet it is doing its utmost to create a terrorist utopia in the heart of Eretz Israel, the only democracy in the Middle East and its only true ally in the region.
The US has been the driving force in the creation and sustaining of a twelve-year period of negotiations between Israel and the Palestinians, a process outrageously called a "peace process", that has claimed the lives of more Israelis to Islamic terror than at any other time in her history.
But justice is harsh, even if it seems slow in coming. Just as a man sows and reaps, so nations do the same. It would appear that those nations that insist Israel continually expose their civilians to the Islamic barbarians will themselves have their civilians exposed to the same. As former Secretary of States Albright and Christopher were smugly shuttling between the US and Israel, coercing Israel to sit and make destructive agreements with Islamic terrorists, written in Jewish blood, similarly motivated warriors of Allah were plotting mass casualty attacks against America itself.
Mohammed Atta slipped into the United States and master-minded the 9/11 attacks on New York and Washington D.C., which took the lives of almost 3,000 Americans. And today, almost 2,000 American soldiers have died, and tens of thousands have been wounded, at the hands of Islamic fanatics in the sands of Iraq.
Which brings us to Gaza and beyond.
Make no mistake: America forced Ariel Sharon to withdrawal from Gaza. Sharon as much as admitted the same to Rabbi Rabbi She'ar-Yashuv Cohen, the Chief Rabbi of Haifa, when he said he had no choice in the expulsion of Jews from Gaza and Samaria: "This is what the U.S. State Department is demanding that I do, and I must do it."
The waters are red with Jewish blood, and they will be redder still. The expulsion from Gaza has done nothing but whet the appetites of the circling Islamic sharks. Before the last Gaza synagogue was evacuated, before the last Jew expelled from Gaza, the Islamists and their American proxies were saying the Gaza expulsion is just the first step; more must come.
Secretary of State Condoleezza Rice said on August 18, "It cannot be Gaza only."
Mahmoud Zahar, Hamas' leader in Gaza, agreed, "Now, after the victory in the Gaza Strip, we will transfer the struggle first to the West Bank and later to Jerusalem."
Palestinian Authority Chairman Mahmoud Abbas, after crediting the terrorist "martyrs" for the Israeli retreat, echoed Zahar when he said, "Tomorrow they will leave Jenin and after that, the West Bank and Jerusalem."
So, the United States, the terrorist-praising PA chairman and the head of the terror group Hamas are all on the same page, all unified in agreement: Israel must retreat more.
Health Minister Danny Naveh demanded an "explanation" of Rice's comment, as if what she said were somehow surprising. Okay, Minister Naveh, I'll give you the explanation, though you won't like it. Many of you won't like it. But if you are honest with yourselves, you cannot deny its truth. It is as obvious as the sky above and the earth beneath:
America has sold you out. Israel's head delivered on a silver platter is the price America agreed to with the Islamists in return for oil, the hope of stability in Iraq and the hope of cooperation to get Iran to give up its nuclear weapons program.
After all, what are six million Jews compared to 300 million Muslims and securing America's strategic interests in the region? Primarily, those interests lay in securing a stable, long-term supply of billions of barrels of oil for American markets - the lifeblood of the American economy.
Secondly, Iraq allows the US to have a permanent military, economic and diplomatic presence to counter Iran's growing regional influence, including its disturbingly successful attempts to create a single union of Islamic nations operating under its harsh form of Sharia law.
Using Iraq as a proxy, the US hopes to garner regional support for its policies. This could never happen though Jewish Israel.
The State Department views oil-rich and strategically located Iraq as having replaced Israel in America's strategic interests. In America's mind, Israel has become a detriment rather than an asset, for the Islamic nations constantly finger Israel as the barrier for America getting the Islamic cooperation it requires for achieving its strategic regional objectives. The Islamic nations have conveyed to the US that it cannot have both Israel and Iraq; it must choose one or the other.
America has chosen, and that choice is evident in a myriad of forms.
The FBI sets up an obvious sting operation of AIPAC, the most influential lobby of Jewish-Israeli interests in the United States. By doing so, it renders AIPAC useless as a pro-Israel lobby and tarnishes it with the taint of treason. Its influence is immediately rendered impotent. More will follow.
America is now in agreement with the Islamists that Jews are an unacceptable force in Gaza, Judea, Samaria and Jerusalem.
