Rep. Ron Paul (R-TX) has warned that "dark clouds are gathering over our already dangerously fragile Social Security system."

Under direction from the Bush administration, the State Department and the Social Security Administration are considering a Totalization Agreement, in which 345 billion dollars in Social Security benefits would be granted to illegal aliens from Mexico.

A senior GOP congressional staff person stated: "The White House thought this was a low-cost favor to get in Vicente Fox's good graces." It is reported that officials at the State Department knew illegal aliens would be covered by the deal - and they also were aware that the White House did not know this.

This agreement would be a significant difference from the 20 or so agreements that are already in place between the United States and other countries because under those agreements, only those people legally residing and working in the United States are eligible to receive Social Security benefits.

While the State Department must submit the Totalization proposal to Congress, the proposal doesn't have to be approved by Congress. Unless Congress votes it down, the proposal could become law. http://www.cairco.org/pol/ss_overview.html
