Yes indeed, but sadly mostly verboten now. I think you need a special falconry license to practise the sport but they're hard to come by.

Depends on State regulations--California's aren't especially draconian. Even owls can be kept for hunting here...

There was an interesting article in Air and Space that I read at the library recently about falcons and their velocity in dives, recorded by a guy who actually skydived with the stooping bird. I can't remember the exact number, but it was way beyond simple terminal velocity, something in the neighborhood of 300mph. I was impressed.
