well, sorta. we could use this as a "template" actually i just wanted to cause a stir with the title :)

Indian removal act of 1830 http://www.civics-online.org/library/formatted/texts/indian_act.html

lets start drafting a new version

idea is the same, however the area to relocate the negro and other non-whites would be OUTSIDE the contintinental boundaries. pick one or more locations - hati, pacific islands, mexico...

The best place for removal would be to the sunny clime of west Africa, comprising the lands of the Congo Republic, Central Africa, etc. The names change monthly, and one has to allow some flexibility in the project. This region has historical legitimacy as well as practical benefit. Most of North American blacks originally come from that area and many have expressed a desire to return. The area is vast and with the huge decimation of the native population through AIDS and famine a large-scale influx of additional people will not strain the land. All in all, it is my submission that no better land sits on the horizan for a "voluntary" resettlement.

well, here is a start. notice i leave out "native americans" ie Indians

* Negro and Non-White Removal Act of 2007

An Act to provide for the transfer of the Negro and non-White races residing within the continental United States to locations that are suitable for their habitation.

CHAP. CXLVIIII Be it enacted by the Senate and House of Representatives of the United States of America, in Congress assembled, That it shall and may be lawful for the President of the United States to authorize transportation and resettlement expenses necessary for the transfer of the Negro, Asian, Hispanic, Hindu and Arab races to areas that have been determined by congress to receive them.

I don't know if I trust a bureaucracy to do this. If attitudes change, only those who want to be in a multicultural society will resist, but they will feel out of place and be pressured to move to California or Africa or any other destination where this is not so. I favor this by far over bureaucrats attempting to apply rules, as it will inevitably end in unproductive brutality and incompetence.
