The U.S. Justice Department is taking Chicago Public Schools back to court Tuesday, demanding that administrators comply with a long-standing desegregation agreement by offering black and Hispanic students a chance to transfer into white neighborhood schools.
Although Chicagoââ¬â¢s white student population has dwindled to less than 10 percent of the districtââ¬â¢s enrollment, the school system still has 25 neighborhood schools that are more than half white, according to court documents.
These schools, concentrated in the northwest corner of the city and in the Mt. Greenwood neighborhood on the Far Southwest Side, mirror the segregation evident in the cityââ¬â¢s housing patterns.
Chicago school officials say they do not have room in the largely white schools for more students of any race.
But federal attorneys say Chicago has allowed hundreds of white students from outside neighborhood attendance zones to transfer into those schools in the past. Those white transfers used up seats that should have been offered to black and Hispanic students to enhance integration, they said.
Justice Department officials are asking the federal court on Tuesday to order Chicago to provide such transfers this year and in 2005-06.
In March, U.S. District Court Judge Charles P. Kocoras agreed to a plan that could end federal oversight of Chicago on desegregation matters. Still, for the next two years, Chicago must offer the voluntary transfers as it has since 1982, federal attorneys said.
ââ¬ÅWhile the CPS contends that there is no space available at the over 50 percent white schools, this argument rings hollow; these schools somehow are managing to make space available for 801 white open-enrollment transfers,ââ¬Â federal civil rights attorneys said in court documents.
For the first time, Chicago school officials have acknowledged some of those white students likely should not have been allowed to transfer.
ââ¬ÅBut most of them got in properly, and we have bent over backwards to try to explain that,ââ¬Â said Sherri Thornton, the public schoolsââ¬â¢ associate general counsel. ââ¬ÅThe students were in special education or other special programs or from schools with controlled enrollment,ââ¬Â meaning overcrowded schools that donââ¬â¢t admit new students.
This year, Chicago school officials said three of the 25 white schools had spaceââ¬âa total of 83 seats. Unlike in previous years, those spaces were offered only to students qualified to transfer under the federal No Child Left Behind Act. The law allows students from poorly performing schools to move to so-called better schools. Some of the No Child Left Behind students chose not to move, which leaves a handful of seats open, school officials said. Still, administrators said they donââ¬â¢t see any benefit in moving students into new schools now that a good portion of the school year is over.
ââ¬ÅSure, mid-year transfers happen, but we are saying it is educationally unsound to have a policy that would call for that,ââ¬Â Thornton said.
Federal attorneys also are challenging how Chicago is spending money earmarked for desegregation.

How much more absurd is this going to get? Less than 10% of Chicago's public schools are white (which is probably anyone who is not black or hispanic) and the government is still going after them.
Anything to keep the focus off the performances of black and hispanic schools.

There will be no mercy. At less than 10 percent of the population, whites are still hounded. Take note.

Blacks and hispanics do not want to be in white schools to get educated. They just want to ruin the schools for whites.They can't stand the fact that white kids get to go to a scholl that is not rotten to the core by being minorityized. I fell sorry for white kids these days having to attend classews with incorrigable minorities. Something needs to be done.

I bet Chicago has numerous taxpayer funded groups that promote black advancement. All whites ask is to be left alone to attend their neighborhood schools and they are still hectored and scapegoated. Who will the powers-that-be scapaegoat and hector when we are gone?

grew up in a 'burb neighboring Mt. Greenwood.... family was among the last White folks to exit the southside of Chicago in 1974.... Mt. Greenwood consists primarily of blue collars with a sprinkling of professional folks - lots of cops, firemen, city workers.... average home value is prolly $225k.... 'bout 98% White.... almost all Catholic.... this is THE edge of the city limits - there are NO other places for this group of White folks to go.... they vote overwhelmingly for Richie Daley (have to to keep their gigs).... but what is he concerned with?!?!?!?! well, his new thing is the mExIcAnS - he luvvvvvs the mExIcAnS.... he's like jR light....
this is disgusting.... isn't it bad enough that 30% of Chicago (1/3 of Chicago is European American) has to direct their children to parocial schools?!?!?!? jR. is a vile "human being"....

All the more reason to homeschool. However, your tax dollars (mainly property tax) goes toward funding the publik skruels system. Trying to live in or near chicago has got be something akin to living near/in atlanta. there are places that whites should just plain avoid.
