Auctioneer colonel?

Is it tradition for people to call themselves colonel for the heck of it. I just assumed these guys were retired armed forces, and actually held that rank. I know about Colonel Sanders of KFC, but somehow I didn't see that as abrasive as some guy just deciding he would be called Colonel. It just doesn't seem appropriate to have not earned it.
