The idea that public sin and error may not be publicly repudiated seems to come from a lack of common sense, an overly broad reading of Matthew 18:15, and ignorance of public correction in scripture and the early church. As for Canon 1341, it says that bishops should only move towards imposing official penalties on someone if fraternal correction or other pastoral methods fail. It doesn't remotely support the idiotic idea that bishops are the only people who can correct Christians.
Anyway, I do hope Chris Hale grows in holiness this Lent, but if he does, it will likely have nothing to do with giving up sexism.
