Countries with ~98% Muslim populations, as long as this figure doesn't include a large fraction of non-practicing nominal Muslims, will inevitably have a successful Islamist drive at taking the reigns, and/or the state must present some form of Sharia, however incomplete, to appease domestic Islamists. Afghanistan, Tunisia, Algeria, Somalia, GCC, Yemen, Iran, Iraq, Jordan, Morocco, Gaza, Tunisia... these are the places where Islamists will takeover, or the government will pose like Islamists in an attempt to mute the point of a revolution and can not dare think to declare itself wholly secular for fear of discrediting itself before the whole public.
