People who believe Al Qaeda is a myth or a CIA/Mossad invention take Scheuer right out of context. He means that the US is fighting an Al Qaeda that doesn't exist in that it denies AQ's motives and goals. The US government tells the public that AQ is attacking them because of their freedom, not their foreign policies on Israel and regimes in Muslim countries. He doesn't mean that Al Qaeda is not a real organization with real people.
